It's a woman's torso in a white tank top and the caption says something like "Listen to [radio station]... and PRAY FOR RAIN!" This is a poor neighborhood with a large enough Muslim population to support a small mosque and they put up two of these abominations within five miles of one another. I'm not a Muslimah (although I'm interested) but even *I'm* offended.
